Can an expired IUD cause a home pregnancy test to be negative?

It shouldn’t cause a negative pregnancy test. There is a lifetime limit on some of the IUD’s. The Mirena just went to 7 years.

No. Either you aren't pregnant or its a false negative, but the IUD will only help prevent pregnancy, it doesn't affect pregnancy tests.

Not usually. The most common reason for a negative pregnancy test is that you are not pregnant. Even an expired ID will still do a fair job of preventing pregnancy. If you think the pregnancy test is wrong, you can get a blood pregnancy test to look for even small amounts of pregnancy hormone in your body. But the IUD shouldn't change the results of a pregnancy test.
