Could be contact dermatitis or insect bites, especially if itchy; I recommend seeing a local dermatologist as you may require a prescription medication for adequate control.

These are point bleedings under the skin. If you are taking anticoagulants for any reason, it is likely you have an overdose issue. If not, you should see your doctor as soon as possible, because your internal tissues are likely just as beset with these lesions as your skin, and you could be looking at a life threatening condition.
