Yes, you can get local anesthesia for a lung biopsy.

Very, very unlikely. I don't do these procedures, so the question is best put to your pulmonary physician. Lung biopsies are obtained most often by doing bronchoscopy, that is, inserting a flexible tube into your windpipe. Usually, patients are either heavily sedated or under anesthesia.
