Is a lumbar puncture procedure with a CSF protein on the higher spectrum side on charts, considered a diagnosis of Multiple Sclerosis?

No a LP with high protein alone does not indicate MS

Multiple tests may be needed to make a diagnosis of MS. A lumbar puncture would be one of them, but by itself would be insufficient.
