My husband and I are adopting a foster child and she has a speech delay. Is it normal for foster kids to have speech delays?

No, it's not necessarily. However if the child has had a lot of ear infections or decreased language spoken to them, it can affect their speech and language skills

Every child is different but with poor upbringing those children are more likely to develop speech difficulties

Without meeting your foster child, I couldn't say the reason behind the speech delay. However, I wouldn't say delays are the norm, simply because they are foster kids. In certain situations, such as neglect or abuse, some foster children may exhibit a delay in learning speech sounds, or forming age-appropriate language. There are many factors that play into this. How old is your foster child? How is their dental hygiene?

It depends on their developmental history and past experiences. Every child is different and develops at their own pace.
