Is it okay to drink 1/4 a teaspoon of baking soda per day for heartburn?

No. First of all will only give you temporary relief. Studies show this treatment results in a rebound in acid production. You probably need a PPI prescription. A work up for WHY you have such bad heartburn should be done as well.
