Is my 3 year old granddaughter behaving normally?

My granddaughter is three years old, she does not talk as she cries for anything, and she will not go to the toilet. Also, she doesn't feel uncomfortable when she's wet or has made bobo on herself, she is just contented until someone smells or checks her. Is that normal?
