Is this a hernia?
Whenever my 2 year old daughter coughs and cries I see a bulge in her groin area which can be pushed back. Whenever she's relaxed it's gone. I saw it when she was having a shower a day ago. It does not affect her because she is still active and playing.

Sure looks like a hernia. Get her checked.
Recommend evaluation by a Pediatric Surgeon.
I am not a pediatrician but my guess is that you are correct. Please ask your pediatrician to evaluate. If you do not have a pediatrician please find one for her.
Yes, it might be a hernia. But she needs to have a physical exam by a pediatrician (and possibly imaging) to make the diagnosis.
