Hard to say without a photo but I would Imagine it is dry skin - ichthyosis vulgaris. Use NO soap over the arms and legs. After the shower use a nice thick moisturizer. If this isn’t helping try “wet wraps” where you put on the moisturizer and then a damp cloth such as long sleeve shirt or pants - pajamas. If that’s doesn’t help - see a board certified dermatologist. Wishing you the best.
