Is local, twilight or general anesthesia the easiest to re-cooperate from?

All depends on the procedure. A minor surgery, i.e., a nail, should recover quickly. But as general rule, you recover fast from local anesthesia. Less side effects.

Local essentially means no sedation. It’s a spectrum between nothing and General. The deeper the anesthesia, the more difficult the recovery.
