I am a 31 year old male. I want to know if I can buy local anesthetic?

No. Only hospital physicians, dentists, and veterinarians.

There are some over-the-counter topical anesthetics available to the public, but not injectables.

The answer is yes, at least for topical local anesthetics. However, local anesthetics intended for intramuscular, subcutaneous, or intravenous use require a doctor’s prescription or the equivalent in most cases.
