I am having severe chest congestion. I have done an X-ray but that hasn't indicated anything significant. What tests can I do to know the reason behind my chest congestion?
It depends on what your definition of chest congestion is. Congestion can mean inflammation such as bronchitis or pneumonia or fluid back up such as congestive heart failure. With that being said. What it depends upon is getting to the root cause of “congestion" and going from there.

Chest CT may be helpful. Echocardiogram may also be helpful.
