Since you are only 28 years old, your double chin is probably mostly excess fat and not loose skin. If that is the case, liposuction can be a simple and very effective treatment for a double chin. In an older persons with sagging skin, the procedure required would be a neck lift.
Most of the time it is suction of the fat by an experienced surgeon. It may demand an open operation also by an experienced surgeon. But, this, in comparison, is quite a small operation, usually with very good results.
Direct resection by a plastic surgeon
Most probably liposuction or injections of Kybella would help you.
