Dr. Picard joined CLE Oral and Maxillofacial Surgery, Inc. in January of 2017 and continues to see patients at the same location in Lakewood at Rocky River Oral Surgery and Implant Center.

He graduated with his Doctor of Dental Surgery degree from The Ohio State University College of Dentistry in 1983 after completing his undergraduate studies at John Carroll University. He then completed a general dental internship in Youngstown, Ohio, before returning to Cleveland for his residencies at MetroHealth Medical Center.

While at MetroHealth, Dr. Picard completed a residency in anesthesiology before entering the residency in oral and maxillofacial surgery. Upon graduation in 1991, he worked with other oral surgeons while opening his own practice in Lakewood in 1992.
