Dr. Starr earned her undergraduate degree from Loyola University in Chicago, IL, one of the largest Catholic universities in the United States. She earned her medical degree from the University of Illinois College of Medicine, the third largest medical school in the US. 

She completed her OB/GYN Residency at Winnie Palmer Medical Center located in Orlando, Florida. Winnier Palmer is nationally recognized as one of just 30 hospitals to receive the Joint Commission Certification in Perinatal Care in Orlando.

Board Certified by the American Board of Obstetrics and Gynecology, Dr Starr has been on staff at Obstetrics and Gynecology Associates since 2013. Founded in 1982, Obstetrics and Gynecology Associates is the leading women’s health care group in South Orange and Osceola County. The group provides compassionate, comprehensive healthcare for women of all ages.
